A vote party requires 156 votes to start, and a player must vote on at least 9 sites to be eligible for the party and receive rewards.
If the vote count is 148/156 and you vote on 9 sites, only 8 of your votes may count before the Vote Party reaches 156/156 and ends. Since all 9 votes were not counted within the same Vote Party, you will not receive the Vote Party rewards.
Another reason you might not get vote keys is if you vote close to 12:00 AM (Asia/Colombo timezone). For example, if you vote at 10:00 PM and the party hasn’t ended, your vote party will reset at 12:00 AM, and you won’t receive any keys because the data resets at that time.
