2 Accounts under the same IP adress

Hi t4b, My cousin's pc is connected to the same network and cannot register to the server as the player "Pixelatedmaster" has already registered. According to rules I should get permission for accounts matters. could you tell me what to do if 2 accounts are trying to join with same IP adress? Thanks!
