Why is cow spawner in SKYBLOCK not spawning cows

Cow spawner is not spawning cows no matter what i do in Island settings i even enabled spawning mobs but nothing work why and how  make it wo

you need to have grass below the spawner. if you have stone remove it and add grass blocks (do not remove the spawner)
